Added sfxcl command-line client for automated file transfers (SFTP, SCP, or FTP over SSL).

Available for Windows (x64/x86), macOS (ARM64/Intel), and Linux (Ubuntu/RHEL).

Includes support for new SSH2 algorithms, such as x509v3-rsa2048-sha256 for authentication and updated RSA signatures.
