Unfold those flaps. Open the top layer slightly, and lift it up, reversing the folds inward (inside reverse fold) to create the head and tail shapes.

Turn the paper over (colored side up). Fold in half horizontally. Unfold. Fold in half vertically. Unfold. Unfold those flaps
Fold the paper in half diagonally to form a triangle. Unfold. Fold diagonally in the other direction. Unfold. Turn the paper over (colored side up)
Using the creases made, bring the four corners together to collapse the paper into a small square (a preliminary base).
